[DBO] Further Decoupling of Dbo from Wt

The Dbo library should be further decoupled from Wt.

Although Dbo can be used (and purchased) independently from Wt, it is organizationally integrated/interweaved with Wt.

Ideally, Dbo would be come an separate project, with its own issue-tracker, documentations, examples.

Giving the fact that a mainstream ORM is currently missing in the C domain (at least I didn't found one in a quick lookup(except the larger-scale ODB from codesynthesis, which needs an additional preprocessor tool), this could be of general benefit.

A developer should be able to follow or contribute to Dbo, without coming in touch with any of the other Wt stuff.

Note that even if Dbo goes into an own githup repo, it is still possible to integrate it into the main wt repo (via git Submodules).

(I've set the "Priority" to "High", as there is no separate "Severity" field. This is just to point out that this one is really an important issue, that should be addressed by time).
