Minor issues with Plain (no-JS) WTableView

Without Javascript, the navigation (paging) bar for a WTableView with the Bootstrap3 theme can be hard to notice without scrolling because of overflow.

This can be seen with the latest github version 3.3.2-rc1-29-gd2c5a7b. NOTE: I'm not sure if this corresponds to 3.3.2-rc2 (the tag is not yet available on github). The browser used was Chromium Version 32.0.1700.123 Debian 7.4.

To reproduce, browse to the widgetset tableview in the /graphics-charts/scatter-plot example w/o Javascript.

NOTE: As a test, I tried increasing the constant navigationBarHeight in WTableView.C from 25 to 35 and it helps with this example. However, I don't believe that this is a complete/correct solution as a second TableView in trees-tables/mvc-item-models still appears to have an overflow issue.

One other minor issue: it appears that the shading of alternate rows (in both examples) is not present with the plain/non-JS TableView.
